You can quantize all MIDI Regions in your Project at once:

If you accidentally hit a wrong note, or if you need to make a few quick edits, use the Piano Roll to make these changes. You can edit MIDI data in two ways; with the Grabber tool (Hotkey F8) or the Pencil tool (Hotkey F10). - Select all the Regions (Key Command command+A in the Main Window)
- Open the Piano Roll Editor (Key Command E)
- In the Inspector on the left select a Quantize value in the Time Quantize popup menu.
- All the Regions are now quantized to that value

This is a very generic question and I'm not sure you understand the basic concepts of Regions along a Timeline.
- If you want to play/record something at 3 min, put the Playhead there and record something or copy new Regions to that place.
- If you have other Regions at that place , select them and move them to the right (later) along those Tracks.

You can add notes directly using the pointer. You choose the note value for added notes from the Insert pop-up menu in the Score Editor inspector.

Choose a note value from the Insert pop-up menu in the local Score Editor inspector, then Command-click at the point where you want to add a note.
You can also add pedal markings from the Insert pop-up menu. Select the Ped. symbol, then Command-click in the score at the point where you want to add a pedal down symbol, then drag the pedal up symbol to the point where you want to release the pedal.
I find it much easier to edit the midi notes in the Piano Roll editor. It is easy to add notes by command-clicking and to adjust the length of notes by dragging the edges of the note.
